He ate all the other monsters!" But I think, given the aesthetic of the film, I've finally gotten a handle on the situation.
It works like this: the vacuum monster inhales all the other monsters. Then he inhales the sea itself, which returns the monsters to their home. Then he inhales himself, dropping himself back into the Sea of Monsters. The initial state is restored. This sequence of events repeats itself in perpetuity.
