Which would you say is more hopeless, to be a not terribly great writer who's eager to be published, or a pretty good writer who doesn't care if they're published or not?

The former. There is always a chance the latter will get published despite their indifference.

Worse, there's a pretty good chance the crappy writer will get published and someone will develop a fandoma round it and you'll have to hear about it all the time.

I'd actually say the opposite. I've known more than one shitty writer who has worked hard and gotten published. Cheesy romance novels and such, but really, it's all about promoting yourself, talent and skill help, but all the skill in the world won't help you if you don't go out there and show your work to people.

I got a spammy junkmail the other day which introduced its zip-file of evil with a message blank but for the words "you are a bad writer", so perhaps your wish is coming deliciously, infectiously true

The latter. Man survives despite the propegation of crap; the squandering of talent through apathy or humility is a far more damning thing.
